So where do we stand with USMCA, the painfully renegotiated agreement that promises to transform NAFTA into a modern 21st pact? President Trump proudly touts the improvements but USMCA still needs congressional approval and be approved by Mexico and Canada. The TPA time clock hasn’t even begun as Trump needs to send implementing legislation and a Statement of Administration Action to the Hill before the clock starts ticking for Congress. So what are the chances that USMCA being passed this year? What happens if it doesn’t? Metal 232 tariffs still remain for Mexico and Canada. What does this mean for Congress? For Mexico? For Canada? Democrats want the agreement to be reopened to address enforcement, labor, environment and biologics issues–Canada and Mexico say no.
